County Government of Homa Bay successfully conducted the third day of the statutory public participation process for the preparation of the County Annual Development Plan (CADP) for Fiscal Year 2027/28. This process is in accordance with constitutional and statutory requirements that emphasize public involvement in county planning. The consultations took place in Homa Bay Municipality, Rangwe, and Homa Bay Sub Counties, allowing residents and stakeholders to actively participate in shaping the county’s development agenda.


On 20 August 2026, engagement sessions were held in Rachuonyo East, Rachuonyo South, and Oyugis Municipality. These forums provided an important platform for citizens to identify development priorities and submit proposals that will inform the county’s planning and investment decisions for FY 2027/28. The following day, 21 August 2026, similar consultations were conducted in Rachuonyo North, Rachuonyo West, and Kendu Bay Municipality.


The county is committed to maintaining this inclusive consultation process across all remaining sub-counties and municipalities through 26 August 2026. This approach aims to ensure that the development plans for FY 2027/28 are driven by structured, participatory, and transparent input from the community, fostering accountability and shared ownership of the county’s development trajectory.
