About
This department provides fisheries extension, seed bulking, landing stations, and enforcement of regulations. It develops a Blue Economy Policy Framework, promotes sustainable use of freshwater resources, and manages mining. The ICT subsector delivers digital infrastructure, hubs, e-government services, and ecommerce. The objective is to optimize wetland resources for wealth creation and accelerate employment from water bodies, riparian areas, and digital platforms.

Our Commitment to Service

Hon. Sarah Atieno Malit is one of the three women serving in the current Homa Bay County Executive Committee and remains one of the most visible champions of the county’s flagship Blue Economy agenda. She brings strong enthusiasm, grassroots engagement, and practical leadership to a portfolio that is central to Homa Bay’s identity and long-term economic transformation, particularly due to the county’s extensive Lake Victoria shoreline. She initially served from November 2022 to January 2025 as the County Executive Committee Member (CECM) for Gender Equality, Inclusivity, Youth, Sports, Talent Development, Cultural Heritage and Social Services. In January 2025, following a major cabinet reshuffle, she was appointed CECM for Blue Economy, Fisheries, Mining and Digital Economy—placing her at the helm of one of the county’s most strategically important sectors. Since taking up the Blue Economy docket, Hon. Malit has overseen key initiatives aimed at strengthening aquaculture and ensuring sustainable utilization of Lake Victoria resources. Under her leadership, the county has embraced cage fish farming as an innovative response to declining wild fish stocks. She has been a leading advocate of the national government’s fish cage programme in Homa Bay and played a prominent role in celebrating the historic first harvest of 33 tonnes by the Ngeri Community Concession Group in December 2025. Her leadership style is marked by strong community engagement and hands-on involvement in field activities, including fisheries licensing and the promotion of sustainable freshwater resource management.
