This department formulates spatial and urban plans, surveys and titles public land, and implements informal settlement improvement. It facilitates the right to adequate housing, promotes low-cost building materials, and mobilizes housing investment. The County Municipal Board oversees urban infrastructure and services. The sector goal is sustainable land management, secure land tenure, and effective urban governance.

Our Commitment to Service
Hon. Martin Opere Odhiambo brings deep, hands-on experience in education management to the Homa Bay County Cabinet. A career educator, he served as the Principal of Fr. Tillen Mixed Secondary School in Mbita, Homa Bay County — a position that gave him direct insight into the county's education challenges and the needs of students and teachers at the grassroots level.
Before his appointment, Opere was well-known in education circles both locally and nationally. As Deputy Chairperson of the Kenya Secondary Schools Heads Association, he had experience advocating for school leaders at a national level. He came to the CEC with a clear agenda: improving the quality and enrolment in vocational training centres, rolling out school feeding programmes as promised by Governor Wanga during the election campaign, and revamping early childhood education infrastructure.
Under his watch, the Department of Education has implemented the ambitious Genowa Ondoa Kaunda ECDE Classroom Initiative — constructing hundreds of new early years classrooms across the county — and launched the Fins to Swim Scholarship Programme to support youth in higher education. The department has also rolled out a bursary fund to support students in high school, vocational training, college and university.

Charles Obondo
Charles Omondi Obondo serves as the County Chief Officer for Housing and Urban Development in the Department of Lands, Physical Planning, in the County Government of Homa Bay. He is a seasoned urban development professional with strong experience in land administration, physical planning, housing, and urban growth management. He holds a Bachelor of Urban and Regional Planning with Information Technology from Maseno University and is currently pursuing a Master of Arts in Urban Management and Development.
He has served the county in various technical and leadership roles, including Senior Physical Planner, and has been instrumental in key initiatives such as the establishment of five Municipalities, delineation of urban boundaries, preparation of local physical development plans, and advancement of affordable housing and spatial planning projects. He is a corporate member of the Kenya Institute of Planners and brings practical expertise in planning software, policy implementation, and coordinated urban development.

Ellyas Orondo Oketch
Ellyas Oketch Orondo is an accomplished public servant and development-oriented leader currently serving as the Chief Officer in charge of Lands in the County Government of Homa Bay. He brings extensive experience in governance, investment promotion, tourism development, and land administration, alongside a strong private sector background in strategic sales and marketing.
Mr. Orondo holds a Bachelor of Business (Finance Option) and an MBA from Jaramogi Oginga Odinga University of Science and Technology, as well as a Postgraduate Diploma in Sales and Marketing from Maseno University. He previously worked with Safaricom and Coca-Cola in sales and marketing before joining elective leadership as the Member of County Assembly for Gem East Ward, where he also served as Deputy Speaker and Acting Speaker of the County Assembly of Homa Bay.
Ellyas later served as Chief Officer in charge of Investments and Tourism and currently leads the Lands portfolio, supporting land governance, planning coordination, and investment facilitation for sustainable development in Homa Bay County. Mr Orondo remains committed to strengthening public institutions, promoting inclusive development, and advancing policies that enhance service delivery and economic transformation at the county level.
