Homa Bay Municipality

Homa Bay is a town (and eponymous bay) on the south shore of Winam Gulf of Lake Victoria, in western Kenya. It lies near Mount Homa (in the Luo language Got Marahuma or God Uma ["famous mountain"] and Ruma National Park, the latter noted for Jackson's hartebeests and roan antelope (the government has also released reticulated giraffes into the park).

Homa Bay was once the District Headquarters for all of South Nyanza District, Nyanza Province, but has now been divided into at least three districts. Homa Bay is now the capital of Homa Bay County per the new constitution. The town of Homa Bay hosts a Municipal Board. The municipality has a population of 44,949 in 2019.

Core Mandates

Develop and adopt policies, plans, strategies and programmes, and set targets for delivery of services

Formulate and implement an Integrated Development Plan for the Municipality, including controlling land use, land subdivision, land development and zoning by public and private sectors for purposes including industry, commerce, markets, residential areas, recreational areas, parks, transport and agriculture

Administer and regulate internal affairs of the Municipality

Implement applicable National and County legislation

Provide a governance mechanism that enables inhabitants to participate in governance and to receive services, laws and other matters for the Municipality's benefit

Oversee the overall affairs of the Municipality

Promote and undertake infrastructural development and services within the Municipality as delegated by the County Government

Strategic Intentions

  • Propel Homa Bay County to new development heights through innovative and transformative development frameworks, integrating long-term spatial, sectoral, and urban plans
  • Revitalize the county economy by expanding manufacturing, trade, and the blue, creative and digital economies to optimize full economic potential
  • Sustainably exploit the environment to grow the county economy while safeguarding it for future generations
  • Invest in quality, reliable, sustainable and resilient infrastructure to promote agriculture, trade and development
  • Leverage natural resources and sites with potential to be developed as tourism attractions
  • Address gender disparity and empower women, youth and people living with disability to more fully participate in inclusive economic development and decision-making
  • Increase opportunities for and improve the lives of investors, workers and residents by transforming the physical landscape to benefit the economy and grow a broader, more resilient municipal economy

Key Objectives

  • Provide overall policy and strategic direction for the transformation of the Municipality to ensure effective delivery of policy, administrative and extension support services
  • Educate and sensitize the public on Solid Waste Management (SWM) to address negative attitudes and lack of community cooperation, which remain a major constraint towards achieving sustainable SWM
  • Enhance proper handling, collection and disposal of hazardous wastes within the Municipality
  • Supply county agencies with regular information flows throughout implementation of the Urban Integrated Development Plan to inform necessary changes in programmes, projects, resource allocation and human resource deployment
  • Develop a locally led Land Use Development Plan focused on reducing the climate vulnerability of informal residents and building climate resilience within the Municipality
  • Ensure that waste service providers — including collectors and transporters — are trained and licensed, and that stakeholder capacity on proper waste management is built
  • Promote the effective development, management and maintenance of all municipal facilities.
