his department promotes integrated socioeconomic policies for rapid industrialization. It improves the business environment, attracts investment, supports MSMEs, strengthens cooperatives, and develops tourism. Its vision is to make Homa Bay a leading tourism destination and industrialized county. Key priorities include PublicPrivate Partnerships, Economic Processing Zones, and creating a conducive regulatory environment to generate revenue, create employment, and reduce poverty.

Dr. Aloo joined county Government of Homa Bay in November 2022 as the County Executive Committee Member for Water, Sanitation, Irrigation, Environment, Energy,
Forestry and Climate Change and he currently serves as the CEC Member in charge of Trade, Investments, Industrialization, Tourism, Marketing, Youth Affairs And Cooperatives. Dr Aloo is a Doctor of Philosophy Degree in Educational Management and Administration. he is a transformational leader who served as a high school principal for 22 years. Dr. Aloo has served the public service for 26 years, Masters Degree in Educational Management and Administration, Postgraduate Diploma in Educational Leadership at Kenya Educational Management Institute, Certificate in Corporate Governance from Centre for Cooperate Governance, Senior Management Course at Kenya School of Government Kabete, a course in Strategic Leadership and Development from Kenya School of Government.
He is a firm transition and transformational leader who has changed the performance of different institutions he has worked. He won The President’s Award Scheme through his initiatives that led to institutions he led being awarded Gold Award for the exemplary performance in community services and environment conservation initiatives.
Dr. Aloo is A member and trustee of Educational Management Society of Kenya.

Eng. Bernard Ouru Nyobange
Eng. Nyobange is a high-achieving professional with expertise in civil engineering and a strong background in project management. He has demonstrated success working both independently and in team-driven environments, consistently meeting challenging targets and timelines across simultaneous priority projects. His areas of specialization include infrastructure design, roads, buildings, water management, and marine structures.
He is well-versed in project implementation from initiation to closure, including project design formulation, outcome evaluation, and preparation of cost estimates for budgetary purposes. He has played a key role in the initiation of the Mombasa Port Development Program (MPDP 1 and 2), the initiation and improvement of the Port water reticulation system and storage facilities, the implementation of the Port water desalination plant, which currently produces 1,200 cubic meters of portable water, and the installation and commissioning of monopoles and security perimeter wall solar/wind street lighting to ensure system efficiency.
Since June 2023, he has served as the County Chief Officer for Roads, Transport, Public Works and Infrastructure, and he currently serves as the Chief Officer in charge of Trade, Investments, Industrialization, Tourism and Marketing. In his role, he is responsible for general administration, ensuring effective service delivery through the implementation of laid-down policies and regulations, developing and implementing departmental strategic plans and sector development plans, promoting national values and principles of governance as outlined in the Constitution of Kenya 2010, ensuring effective utilization of departmental financial and non-financial resources, controlling and managing public transport, planning, designing, researching, and supervising roads, and collaborating and partnering with other departments, the private sector, and stakeholders.

Mr. Silas Nyacharoh Rabah
Silas Rabah is the Chief Officer for Youth Affairs and Cooperatives in the County Government of Homa Bay and serves within the Department of Trade, Investments, Industrialization, Tourism, Marketing, Youth Affairs and Cooperatives. He holds a Bachelor’s degree in Applied Science from Kenyatta University and is currently pursuing a Master’s degree in Public Policy and Administration at the same institution.
He is responsible for promoting and coordinating youth development programmes, mainstreaming youth affairs, and regulating related activities across the county. Additionally, he drives integrated socio-economic policies aimed at fostering an inclusive and industrializing local economy. He also oversees cooperative development through capacity building and strengthened legal frameworks, while ensuring efficient service delivery through prudent management of public resources.
