This department develops and improves transport infrastructure, increasing road network accessibility and quality. It opens new roads, maintains county roads, and conducts technical surveys. Mandates include construction, upgrading infrastructure, building jetties, promoting water transport, and regulating road safety. The Public Works Directorate streamlines design and standards control.

Our Commitment to Service

Hon. Danish Otieno Onyango is among Homa Bay County’s most accomplished infrastructure managers, bringing over 30 years of distinguished public service experience in roads and transport to the County Cabinet. A native of Kabondo Kasipul Constituency, he joined the county executive in November 2022 after an illustrious career in the national government, where he rose to the senior rank of Undersecretary in the State Department of Infrastructure. He holds a Bachelor of Arts degree in Economics, Political Science and Public Administration from the University of Nairobi, as well as a Master of Arts degree in Development Studies from the same institution. Prior to joining the county government, he served as an Undersecretary in the State Department of Infrastructure and accumulated over three decades of service in the Ministry of Roads. Hon. Onyango was sworn into office in November 2022 and later served as Acting County Executive Committee Member (CECM) for Agriculture in December 2025. In March 2026, he was nominated as Deputy Governor, pending approval. Under his leadership, the Roads and Public Works Department has achieved transformative infrastructure milestones. In the 2024/25 financial year alone, the county opened 736 kilometres of new roads, maintained 538 kilometres, and rehabilitated 116 kilometres of access roads—significantly improving connectivity to schools, health facilities, markets, and fishing beaches. His nomination as Deputy Governor reflects Governor Wanga’s confidence in a proven administrator with a strong track record in national government and a demonstrated three-year performance at the county level.
