Hon. Gladys was born on March 7, 1981, to John Nyasuna, an astute politician Council, and Grace Olum, a disciplinarian and a hardworking business lady. The first girl and child born of seven brought up in the humble estate of Wang’aya in Kisumu County, Gladys Wanga has overcome many odds to become a woman of firsts.

H.E. Danish Otieno Onyango is the Deputy Governor of Homa Bay County and a seasoned public administrator with over 30 years of experience in public service. A native of Kabondo Kasipul, he previously served as the County Executive Committee Member for Roads, Public Works, Transport and Infrastructure, where he championed improved connectivity and infrastructure development across the county. Before joining the County Government in 2022, he served in senior positions in the national government, rising to Undersecretary in the State Department of Infrastructure. He holds a Bachelor’s degree in Economics, Political Science and Public Administration and a Master’s degree in Development Studies from the University of Nairobi.

Moses Otieno Kajwang is the second elected Senator, currently serving a third term as Senator representing the interests of Homa Bay County in the Upper House (Senate) of the bicameral Parliament of Kenya.He also chairs the Public Accounts Committee and the Caucus on Climate Change. Information Scientist by profession, with prior experience in the corporate world spanning more than a decade in information technology, financial services and supply chain management.

Prof. Bernard Muok, PhD, OGW, is the County Secretary and Head of Public Service of Homa Bay County. He was appointed in 2022 and brings extensive experience in public administration, research, natural resource management, climate change and sustainable development. Before his appointment, he served as a professor and researcher at Jaramogi Oginga Odinga University of Science and Technology. Prof. Muok holds a PhD in Tropical Agriculture from the University of Edinburgh, a Master’s degree in Forestry from Kyoto University, and a Bachelor’s degree in Forestry from Moi University. In his current role, he provides strategic leadership in coordinating County Executive functions and managing the County Public Service, with a focus on accountability, staff development and quality service delivery.

Hon. Isaac Victor Ongiri is the County Executive Committee Member in charge of Governance, Administration and Devolution in the County Government of Homa Bay. He is an seasoned expert in communication and public affairs with a strong background in governance, media, and public liaison. Isaac holds a Master of Arts in International Relations from the University of Nairobi, alongside training in Communications and Public Relations, a Diploma in Mass Communications and currently a candidate of Doctor of Philosophy in International Studies at the same institution. He has built an illustrious career in political reporting and strategic communication, having served in senior editorial and public affairs roles at Nation Media Group, The Standard Group, Makueni and Kisii County Governments. His experience spans governance reporting, parliamentary affairs, diplomacy, security, and public engagement. He is a member of the Public Relations Society of Kenya (MPRSK). Among his notable achievements is the transformation of county governance through the implementation of one of the first paperless performance management systems in the country, a reform that has significantly improved efficiency and service delivery. He previously served as the Chief Officer in-charge of the Governance, Administration and Devolution docket from 2023 until recently, when he was promoted as the CECM.

Hon. Sarah Atieno Malit is one of the three women serving in the current Homa Bay County Executive Committee and remains one of the most visible champions of the county’s flagship Blue Economy agenda. She brings strong enthusiasm, grassroots engagement, and practical leadership to a portfolio that is central to Homa Bay’s identity and long-term economic transformation, particularly due to the county’s extensive Lake Victoria shoreline. She initially served from November 2022 to January 2025 as the County Executive Committee Member (CECM) for Gender Equality, Inclusivity, Youth, Sports, Talent Development, Cultural Heritage and Social Services. In January 2025, following a major cabinet reshuffle, she was appointed CECM for Blue Economy, Fisheries, Mining and Digital Economy—placing her at the helm of one of the county’s most strategically important sectors. Since taking up the Blue Economy docket, Hon. Malit has overseen key initiatives aimed at strengthening aquaculture and ensuring sustainable utilization of Lake Victoria resources. Under her leadership, the county has embraced cage fish farming as an innovative response to declining wild fish stocks. She has been a leading advocate of the national government’s fish cage programme in Homa Bay and played a prominent role in celebrating the historic first harvest of 33 tonnes by the Ngeri Community Concession Group in December 2025. Her leadership style is marked by strong community engagement and hands-on involvement in field activities, including fisheries licensing and the promotion of sustainable freshwater resource management.

Hon. Grace Mercy Atieno Osewe is the County Executive Committee Member for Public Health and Medical Services in Homa Bay County. She holds an MBA from Texas McCombs School of Business and brings extensive international development experience across Africa, Asia, Eastern Europe, and the U.S. Grace is an accomplished entrepreneur and management specialist with a strong track record in capacity building, strategic planning, and results-based implementation. Since her appointment in November 2022, Hon. Osewe has provided strategic leadership within the County Executive, having initially served in the Governance and Devolution portfolio. In that role, she spearheaded key reforms, including the implementation of staff performance contracting and appraisal systems, significantly strengthening institutional efficiency and accountability. She has also founded a consulting firm and a regional specialized construction company, reflecting her practical expertise in enterprise development. Her leadership has consistently driven transformative improvements in governance and management systems, underpinned by effective resource mobilization, strategic partnerships, and the delivery of high-impact programmes that advance service delivery across the county of Homa Bay.

Hon. Elijah Obiny Dede is the County Executive Committee Member for Trade, Industry, Tourism, Marketing and Co-operative Development in the County Government of Homa Bay. A seasoned cooperative management professional, he previously served as Chief Officer in the same department before moving to Roads and Public Works. He has over 16 years of experience in cooperative management and previously served as Chief Executive Officer of Kenya Bankers Sacco. During his leadership in the cooperative sector, 127 new cooperatives were registered, membership grew from 29,000 to 40,000, while cooperative assets increased from KSh200 million to KSh500 million. He holds a Bachelor of Arts in Sociology and an Executive Master of Business Administration

Hon. Solomon Obiero is the County Executive Committee Member for Finance and Economic Planning in the County Government of Homa Bay. He provides strategic leadership in county financial management, budgeting, economic planning, revenue mobilization and prudent allocation of public resources. He oversees the preparation and implementation of key fiscal policy instruments, including the County Fiscal Strategy Paper, County Budget and the Budget Review and Outlook Paper. Under his stewardship, the County has continued to strengthen revenue performance, fiscal accountability and public participation in budgeting processes. His docket plays a central role in supporting the implementation of the County Government’s development priorities and ensuring value for public resources.

Fredrick Odhiambo is the County Attorney for Homa Bay County, a position he has held since 2023. He is an accomplished legal practitioner with extensive experience in public sector legal affairs, regulatory compliance, and corporate governance. He holds a Bachelor of Laws degree from Moi University, awarded in 1999, and a Post Graduate Diploma in Law from the Kenya School of Law, completed in 2001. He also attended a Program for Leadership Development in Boston, Massachusetts, USA, in 2012. In addition, he has undertaken training in Result-Based Management and Performance Appraisal System at the Kenya School of Government, and a course on Writing Effective Reports through the British Council. Before joining county service, he served as Managing Partner and Company Advocate at Orego and Odhiambo Co. Advocates, and previously held senior legal positions at Telkom Kenya and the Tourism Fund.

Hon. Martin Opere Odhiambo brings deep, hands-on experience in education management to the Homa Bay County Cabinet. A career educator, he served as the Principal of Fr. Tillen Mixed Secondary School in Mbita, Homa Bay County — a position that gave him direct insight into the county's education challenges and the needs of students and teachers at the grassroots level. Before his appointment, Opere was well-known in education circles both locally and nationally. As Deputy Chairperson of the Kenya Secondary Schools Heads Association, he had experience advocating for school leaders at a national level. He came to the CEC with a clear agenda: improving the quality and enrolment in vocational training centres, rolling out school feeding programmes as promised by Governor Wanga during the election campaign, and revamping early childhood education infrastructure. Under his watch, the Department of Education has implemented the ambitious Genowa Ondoa Kaunda ECDE Classroom Initiative — constructing hundreds of new early years classrooms across the county — and launched the Fins to Swim Scholarship Programme to support youth in higher education. The department has also rolled out a bursary fund to support students in high school, vocational training, college and university.

Roselyn Omollo is a seasoned governance and public affairs expert with strong experience in intergovernmental relations, performance management, and legislative processes supporting devolution. She demonstrates a solid track record in stakeholder engagement, including structuring and managing public-private partnerships, and fostering effective collaboration across institutions. Since November 2022, she has served as County Executive Committee Member for Health in Homa Bay County, where she oversaw policy direction and governance within the department, leading a workforce of over 3,000 health professionals. Roselyn currently serves as the county's Chief of Staff. Between 2017 and 2022, she served as Chief of Staff in the Senate of Kenya, coordinating high-level engagement between the Senate, national and county governments, development partners, foreign missions, and the private sector. Roselyn played a key role in facilitating timely processing of government Bills through close coordination with the Office of the Attorney General and securing presidential assent. She previously served at the Council of Governors as Acting Head of Programmes and Service Delivery Advisory, where she led stakeholder engagement across national ministries, the Senate, and devolution sector working groups.

Hon. Elijah Munga serves as the County Executive Committee (CEC) Member for Sports, Talent Development, Cultural Heritage, Gender Equality, Inclusivity and Social Services in the County Government of Homa Bay. He brings a strong technical and managerial background, with extensive experience in infrastructure planning, design, and project implementation gained from his work with international organizations. He previously served as a Planning and Design Engineer with the United Nations Support Office for AMISOM, based in Nairobi and Mogadishu, where he was involved in complex infrastructure planning and execution. Prior to that, he worked as a Building Technologist at the United Nations Office at Nairobi, contributing to construction management and technical design projects. Hon. Munga holds a Bachelor of Science degree in Civil Engineering from the University of Nairobi. His expertise in project planning, construction management, and design, combined with his leadership experience, supports his role in advancing sports development, infrastructure, and talent growth across Homa Bay County.

Dr. John Agili, PhD, is the County Executive Committee Member for Water, Sanitation, Environment, Energy, Forestry and Climate Change in the County Government of Homa Bay. He previously served as CECM for Blue Economy, Fisheries, Mining and Digital Economy where he provided leadership in harnessing the county’s rich aquatic and natural resources, promoted sustainable fisheries and aquaculture, advanced the county's mining opportunities, and strengthened digital transformation. Dr. Agili has also been involved in initiatives supporting sustainable fisheries resource management and aquaculture development, including community fish-farming programmes. His leadership contributes to expanding economic opportunities while promoting sustainable management of Homa Bay’s natural resources.

Dr. Aloo joined county Government of Homa Bay in November 2022 as the County Executive Committee Member for Water, Sanitation, Irrigation, Environment, Energy, Forestry and Climate Change and he currently serves as the CEC Member in charge of Trade, Investments, Industrialization, Tourism, Marketing, Youth Affairs And Cooperatives. Dr Aloo is a Doctor of Philosophy Degree in Educational Management and Administration. he is a transformational leader who served as a high school principal for 22 years. Dr. Aloo has served the public service for 26 years, Masters Degree in Educational Management and Administration, Postgraduate Diploma in Educational Leadership at Kenya Educational Management Institute, Certificate in Corporate Governance from Centre for Cooperate Governance, Senior Management Course at Kenya School of Government Kabete, a course in Strategic Leadership and Development from Kenya School of Government. He is a firm transition and transformational leader who has changed the performance of different institutions he has worked. He won The President’s Award Scheme through his initiatives that led to institutions he led being awarded Gold Award for the exemplary performance in community services and environment conservation initiatives. Dr. Aloo is A member and trustee of Educational Management Society of Kenya.

Atieno Otieno is a highly accomplished professional in the field of multi-media and communications, with an impressive career spanning over 17 years. She holds a Masters Degree in International Journalism from the School of Journalism, Media and Culture at Cardiff University, UK. In addition to her academic qualifications, Atieno has also pursued professional development, earning a Diploma in Contemporary Public Administration from the Galilee International Management Institute in Israel, as well as a Senior Leadership certificate from the Kenya School of Government.

Throughout her career, Atieno has worked with esteemed local and international media companies, including Citizen TV, Dutch Public Broadcaster VPRO, ARD German TV, KTN, and KBC. She has also served as a communications consultant for renowned organizations such as Plan International, UNCC; Learn, the FAO, and Saferworld UK, among others.

Atieno's expertise and dedication to her craft have not gone unnoticed. She was recently named one of the 100 French-African Young Leaders of 2021 by the French-African Foundation, recognizing her significant contributions to Public Communications. Her exceptional work in this field led her to serve in various communication roles for the County Government of Kisumu for six years.

Currently, Atieno is one of the 12 DW-Akademie Media Viability Consultants in Kenya. This prestigious program aims to empower small and medium media houses to thrive independently, despite the numerous challenges faced by the industry. Atieno's extensive experience, coupled with her passion for media and communications, make her a valuable asset in driving positive change and innovation in the field.

Meet Diana Anyango Ongere, a dedicated professional with a deep understanding of the mining industry and a commitment to sustainable resource management. Mrs. Ongere is passionate about unlocking the potential of Homa Bay County's mineral resources while ensuring environmental protection and social responsibility.

She holds a master's degree in Governance and Regional Integration from Pan African University and a Bachelor's degree in Environmental Studies. Her educational background, combined with her practical experience, equips her with the technical knowledge and skills to oversee responsible mining operations.

Mrs. Ongere has focused on implementing best practices in mining operations, environmental management, and community engagement. 

Mr. Kennedy Odhiambo Ojala is a skilled professional with a deep understanding of stakeholder dynamics and the importance of building meaningful relationships. He is dedicated to creating an inclusive and participatory environment where all stakeholders have a voice and contribute to the development of Homa Bay County.

Mr. Ojala holds a Bachelor's degree in Education from the University of Nairobi. His educational background, combined with his practical experience, equips him with the knowledge and skills to engage diverse stakeholders and navigate complex stakeholder landscapes.

Meet Mrs. Ombok Mildred Judith, a passionate advocate for gender inclusivity and women's empowerment. With rich experience in championing social justice, she brings a deep understanding of the challenges faced by women in Homa Bay County and a burning desire to bring about positive change.

Mrs. Ombok holds a master of science degree in Human Resource Management from University of Nairobi. Her academic journey has equipped her with a comprehensive understanding of the complexities surrounding gender issues and the tools to drive transformative initiatives that promote gender equality.

Mrs. Ombok has an impressive experience working with Kenya Commercial Bank for more than 15 years. She has worked as the service and administration manager and in various capacities over the entire period of her stellar career. 

The Chief Officer for Blue Economy and Fisheries, Mr. Jack Maurice Obonyo, possesses extensive expertise in the field of blue economy and fisheries management. Mr. Obonyo is dedicated to harnessing the potential of Homa Bay County's aquatic resources while ensuring their sustainable use for the benefit of the local communities.

Mr.Obonyo has played a pivotal role in various blue economy and fisheries management projects. He has worked in collaboration with local communities, he also worked as the managing director Abasuba community peace museum, government agencies, and international organizations to promote sustainable fishing practices, foster marine conservation efforts, and drive economic growth in the fisheries sector. His experience spans policy development, stakeholder engagement, and the implementation of capacity-building initiatives.

The Chief Officer for Water and Sanitation, Collins Onyango Obango, brings extensive expertise in water resource management and sanitation to the role. Mr. Obango holds a Masters degree in Project Management from Jomo Kenyatta University of Agriculture and Technology. With over 7 years of experience in the field, Mr. Obango has played a vital role in various water and sanitation projects. He has held positions in the public sector, working on initiatives to improve water supply, develop effective wastewater management systems, and implement sanitation programs. The chief officer has a proven track record of successful project implementation and stakeholder engagement.

Mr. Maxwell Majiwa Omenda is a dynamic expert in irrigation and water management. With a strong background in agricultural engineering and water resources, He is dedicated to harnessing the power of irrigation to transform the agricultural landscape of Homa Bay County.

He is a highly resourceful, productive, self-driven, collaborative, reliable and flexible Scientist with strong scientific acumen. Mr. Omenda has over 15 years experience progressively acquired, with practical experience and skills in planning, conducting and executing multidisciplinary health research spanning broad infectious diseases. 

In addition to managing a state-of-the-art research laboratory portfolio, Mr. Omenda has provided support for complex multi-agency research projects sponsored by donors and capacity building for several network laboratories, including health ministry laboratories and clinics. He has extensive experience in defining scope, planning, executing, analyzing and reporting on public health programs and clinical trials. 

He has the experience working with implementing partners to establish and adopt activities across targeted regions. 

His educational background has equipped him with a deep understanding of irrigation systems, water conservation, and sustainable agriculture practices.

Charles Obondo brings extensive experience and expertise in urban planning and housing development to the role of Chief Officer for Housing and Urban Development in Homa Bay County. With a passion for creating sustainable and inclusive communities, Mr. Obondo is dedicated to improving the living conditions and infrastructure within urban areas.

Mr. Obondo holds a bachelor's degree in Urban Planning & Regional planning from Maseno University. Additionally, he is currently pursuing advanced studies for a master's degree in Urban Management and Development. His educational background provides a strong foundation in urban development principles and practices.

Over the past 8 years, Mr. Obondo has worked diligently in the field of urban development. He has held positions in the public sector, contributing to the implementation of various projects aimed at enhancing urban environments and creating sustainable housing solutions. His experience includes developing and implementing strategic plans, managing budgets, and coordinating efforts to achieve strategic goals.

Mr. Oketch is a former Member of County Assembly for East Gem ward in Rangwe sub county, having also served as the deputy speaker in Homa Bay county assembly in 2020. His vast experience in leadership, equips him with the knowledge and skills to facilitate investment opportunities and drive economic growth.

With a proven track record in investment promotion, Mr. Orondo has worked closely with government agencies, private sector entities, and development partners to attract investments. He has successfully led investment initiatives, conducted market research, and facilitated partnerships to create an enabling environment for businesses to thrive.
