Strategic objectives include eliminating communicable diseases, reducing non-communicable conditions, improving maternal and child health, and universalizing medical insurance. Key priorities include upgrading Homa Bay Referral Hospital to Level 5, strengthening community health, and promoting environmental health, water, and sanitation
