This office supports legislation, regulations, and policies, providing a sustainable legal framework for public administration. Its core objective is cost-effective representation, oversight, and legal advice to improve service delivery. Key functions include prosecuting and defending court cases on behalf of the county, formulating and reviewing bills and policies, reviewing Standing Orders, and supporting County Assembly legislative processes, aligned with SDG 16 on Peace, Justice and Strong Institutions.

Our Commitment to Service

Fredrick Odhiambo is the County Attorney for Homa Bay County, a position he has held since 2023. He is an accomplished legal practitioner with extensive experience in public sector legal affairs, regulatory compliance, and corporate governance. He holds a Bachelor of Laws degree from Moi University, awarded in 1999, and a Post Graduate Diploma in Law from the Kenya School of Law, completed in 2001. He also attended a Program for Leadership Development in Boston, Massachusetts, USA, in 2012. In addition, he has undertaken training in Result-Based Management and Performance Appraisal System at the Kenya School of Government, and a course on Writing Effective Reports through the British Council. Before joining county service, he served as Managing Partner and Company Advocate at Orego and Odhiambo Co. Advocates, and previously held senior legal positions at Telkom Kenya and the Tourism Fund.
