Its vision is a sustainable, equitable county with a globally competitive sports and creative industry. Flagship programmes include constructing the Raila Amolo Odinga County Stadium, establishing youth empowerment centers, mainstreaming gender and promoting cultural heritage.

Our Commitment to Service
Hon. Elijah Munga serves as the County Executive Committee (CEC) Member for Sports, Talent Development, Cultural Heritage, Gender Equality, Inclusivity and Social Services in the County Government of Homa Bay. He brings a strong technical and managerial background, with extensive experience in infrastructure planning, design, and project implementation gained from his work with international organizations.
He previously served as a Planning and Design Engineer with the United Nations Support Office for AMISOM, based in Nairobi and Mogadishu, where he was involved in complex infrastructure planning and execution. Prior to that, he worked as a Building Technologist at the United Nations Office at Nairobi, contributing to construction management and technical design projects.
Hon. Munga holds a Bachelor of Science degree in Civil Engineering from the University of Nairobi. His expertise in project planning, construction management, and design, combined with his leadership experience, supports his role in advancing sports development, infrastructure, and talent growth across Homa Bay County.

Elly Otieno Nyiero
Elly Nyiero currently serves the county government of Homa Bay as the Chief Officer for Sports, Talent Development, Cultural Heritage and Social Services. Prior to his appointment, he worked as an Economic Advisor. He has extensive experience in administration, having risen to the position of Deputy Principal at Orero Boys High School.
Elly also served in the Ministry of Home Affairs as a Probation Officer. He holds a Bachelor of Arts degree in Sociology from Kenyatta University, a Postgraduate Diploma in Education from Maseno University, and a Diploma in Management from the Kenya Education Management Institute.

Jack Maurice Obonyo
Jack Maurice Obonyo is the Chief Officer for Gender Inclusivity and Women Empowerment. Jack holds a Master’s degree in International Museum Studies from the Amsterdam School of the Arts in the Netherlands, a Bachelor’s degree in Project Planning and Management from the University of Nairobi, and a Postgraduate Diploma in Museum and Heritage Studies from the University of the Western Cape, South Africa. He also holds a Diploma and a Certificate in Project Planning and Management from the University of Nairobi, as well as a Senior Management certificate from the Kenya School of Government.
Additionally, he has earned several professional certifications, including the International Visitor Leadership Program (IVLP) in Museum Management from the United States Department of State, the Erustas Programme from the European Union, and a certificate in Financial Management from African Rock Art. He completed his secondary education at Bishop Mugendi Secondary School.
Mr. Obonyo has served as the Fund Manager for the National Government Affirmative Action Fund (NGAAF) in Homa Bay and Migori counties for 10 years. He is also the founder of the Abasuba Community Peace Museum in Mfangano, which promotes rock art tourism in the Lake Victoria islands.
Jack is a member of the International Council of Museums (ICOM), a global professional body for museologists.
