This department builds community capacity for sustainable environment, water, and sanitation management. It enforces environmental standards, harnesses water resources, and develops infrastructure. Goals include universal access to safe water and sanitation, increasing forest cover from 3.1% to 4% by 2027, enhancing climate resilience, and promoting clean energy. Priorities include expanding water schemes, sewerage plants, climate governance, and renewable energy access.

Our Commitment to Service

Dr. John Agili is a founding member of Governor Gladys Wanga’s County Executive Committee, having been sworn into office in November 2022. He first served as County Executive Committee Member (CECM) for Blue Economy, Fisheries, Mining and Digital Economy, where he oversaw key sectors tied to Homa Bay’s economic potential along Lake Victoria. Following the January 2025 cabinet reshuffle, Dr. Agili was appointed to head the Department of Water, Irrigation, Sanitation, Environment, Energy, Forestry and Climate Change — one of the county’s most strategic and complex portfolios. In this role, he leads efforts to expand access to clean water and sanitation, develop irrigation infrastructure, promote renewable energy, and strengthen climate resilience. His mandate also includes the conservation and management of critical ecosystems such as Gwassi Hill Forest, Lambwe Valley, Kodera and other key environmental assets, alongside coordination of environmental regulation and policy implementation at the county level. Dr. Agili brings a strong multi-sectoral perspective, drawing on his experience in the Blue Economy to address the interconnected challenges of natural resource management, environmental sustainability and economic development in Homa Bay County.
