About
The department is responsible for public participation, stakeholder management, special projects, county fire brigades, special welfare service, enforcement and inspectorate, liaison on devolution, coordination of community mobilization and development programs, corporate services, and coordination of community involvement in local governance. It is domiciled in the office of the governor and is also responsible for public communication.

To Provide Policy Guidance, Strategic Leadership And Institutional Development In Optimal Conditions For Inclusive And Sustainable Governance Of Homa Bay County.

Our Commitment to Service
Hon. Isaac Victor Ongiri is the County Executive Committee Member in charge of Governance, Administration and Devolution in the County Government of Homa Bay. He is an seasoned expert in communication and public affairs with a strong background in governance, media, and public liaison. Isaac holds a Master of Arts in International Relations from the University of Nairobi, alongside training in Communications and Public Relations, a Diploma in Mass Communications and currently a candidate of Doctor of Philosophy in International Studies at the same institution.
He has built an illustrious career in political reporting and strategic communication, having served in senior editorial and public affairs roles at Nation Media Group, The Standard Group, Makueni and Kisii County Governments. His experience spans governance reporting, parliamentary affairs, diplomacy, security, and public engagement. He is a member of the Public Relations Society of Kenya (MPRSK).
Among his notable achievements is the transformation of county governance through the implementation of one of the first paperless performance management systems in the country, a reform that has significantly improved efficiency and service delivery. He previously served as the Chief Officer in-charge of the Governance, Administration and Devolution docket from 2023 until recently, when he was promoted as the CECM.

Carren Atieno Otieno
Atieno Otieno is the Chief Officer for Public Communications for Homa Bay County, Acting County Spokesperson, and Chairperson of Kenya's Chief Officers of Communication Caucus. A multi-media specialist with over 17 years of experience across local media (Citizen TV), global outlets (ARD German TV), the UN, and Plan International, her work has earned international recognition including the International Emmy Awards (2007, 2009) and other festival honours. She is a French-African Young Leader for her role in public service (2021) and was among Kenya's Top 52 PR professionals (2024).
Before joining the County Government of Homa Bay, she served as the Director of Public Communications in Kisumu County (2017–2023), Assistant Director of TV Programming at KICD, and a consultant for Deutsche Welle Akademie on media viability. Atieno’s productions have received accolades at renowned festivals notably the International Emmy Awards (NYC 2007 and 2009), the Prix Jeunnesse Festival (Germany 2007) and the Movies that Matter Festival (Netherlands 2011).
Her highest academic qualification is a Masters Degree in International Journalism earned at the School of Journalism, Media and Culture (Cardiff University, UK) and as a manager, she holds a Diploma in Contemporary Public Administration from the Galilee International Management Institute (Israel) and a Senior Leadership certificate from the Kenya School of Government among other professional qualifications
