The County Public Service Board strengthens county policy frameworks to manage public service, enhance productivity, and attract top talent. Its core programme ensures competent human resources through competence-based recruitment, proper job descriptions, career progression guidelines, continuous professional development, and regular performance assessments.

The Board Exists To Provide Overall Leadership And Coordination In The Management Of The County’s Human Resources For Effective Service Delivery.

The Board Envisions Excellence In Public Service Delivery And Management For County Transformation.

1 To improve County Human Resource Management for enhanced public service delivery in the county
2 To facilitate development of appropriate structures to support effective service delivery
3 To modernize data and record management in the county public service
4 To align the organizational structure to reflect the core mandate of the county public service in line with the CIDP

Our Commitment to Service

Mr. Isaiah O. Okoto is a seasoned educationist and strategic public service leader from Homa Bay County, born on 22nd December 1967. He holds a Bachelor of Education (Arts) from Maseno University and a Postgraduate Diploma in Education Management (KEMI). With over three decades of experience, he rose through the Teachers Service Commission to Senior Graduate Teacher, served as Deputy Principal and Principal, and was a Senior Examiner with KNEC (2003–2023). He has undertaken leadership and ethics training and represented Kenya internationally. He currently chairs the Homa Bay County Public Service Board, providing strategic oversight in human resource governance.
