Homa Bay County successfully concluded an Early Warning Early Action (EWEA) Capacity Building Workshop in Oyugis, organized in collaboration among the Kenya Red Cross Society, the Kenya Meteorological Department, and the County Government of Homa Bay. The workshop brought together County Executive Committee Members (CECMs), Members of the County Assembly (MCAs), technical officers and development partners to strengthen the county's disaster preparedness and climate resilience.

Throughout the workshop, participants enhanced their understanding of anticipatory action by exploring how weather forecasts, hydrological data and risk indicators can be translated into timely interventions before disasters occur. Technical sessions focused on the development of Flood Early Action Protocols, establishment of flood triggers and danger thresholds, the 2026 El Niño Contingency Plan, the Homa Bay County Disaster Risk Reduction Management Plan and the County Anticipatory Action Roadmap.

The final day featured simulation exercises, operationalization of Early Action Protocols, monitoring and evaluation frameworks, stakeholder coordination and the institutionalization of anticipatory action within county systems. Participants also developed county action plans to improve preparedness and response mechanisms.

The workshop concluded with a strong commitment from all stakeholders to strengthen collaboration, enhance evidence-based decision-making and build resilient communities capable of anticipating and responding effectively to climate-induced disasters, thereby protecting lives, livelihoods and critical infrastructure across Homa Bay County.
