The county government of Homa Bay has welcomed a partnership with the Directorate of Criminal Investigations (DCI) after 15 officers from the County Investigations and Intelligence Unit completed a 14-day training programme at the DCI Training College in Nairobi.


Speaking during the closing ceremony, the incoming County Executive Committee Member (CECM) for Governance, Administration, Communication and Devolution, Isaac Ongiri said the training had come at the right time, noting that counties require strong investigative capacity to safeguard public resources and respond to emerging threats.

“We are deeply grateful for the collaboration that made this training possible. This programme has strengthened the ability of our officers to investigate, verify facts, protect evidence and support sound administrative decisions,” Ongiri said. “As a county, we are investing in professionalism, integrity and preparedness.”

The DCI Commandant, Mr. Stephen Chacha, praised the officers for exemplary discipline throughout the training period. He said the county had made a wise decision in exposing its team to the standards and methods used at the national training institution.

“I appreciate the discipline these 15 officers have shown throughout the training programme. I would also wish that the county brings the remaining lot to be trained as well,” Mr. Chacha said.

“The DCI school is ready to continue with the next phase of advanced training for those already trained today, whenever the county government is ready.”

Mr. Chacha said the training would sharpen covert inquiry skills, intelligence gathering, crime detection and protection of evidence.

The CECM noted that the programme had boosted confidence in the unit’s work because it was delivered by the DCI, an institution respected for its investigative and forensic capacity across the region. The officers were also awarded participation certificates at the end of the course.

The county said the training will help strengthen internal security arrangements and improve preparedness for major public events and other evolving security needs.
