The officer at this level will be deployed at the County Department responsible for Lands, Physical Planning and Urban Development. The job holder will deputize the Director Urban Development
Duties and Responsibilities
- Initiating, preparing and monitoring the implementation of county and local physical and land use development plans;
- Formulating county physical and land use planning policies, guidelines and standards;
- Providing advice on development applications and development control matters;
- Undertaking research on matters relating to physical and land use development planning at the county level;
- Recommending to the county government the establishment of planning units as may be necessary;
- Providing advice to government and private agencies on development proposals and plans
- Implementing and providing feedback on physical and land use planning guidelines and standards;
- Providing technical advice on matters concerning alienation and appropriate use of land such as change of use, extension of use, extension of lease, sub-division of land, and amalgamation of county land;
- Communicating decisions of the county government development applications;
- Maintaining a land information system to guide physical and land use planning;
- Communicating decisions of the county government on development applications;
- Issuing development permission and other development control instruments under the Physical and Land Use Planning Act, 2019 with the approval of the county executive committee member in charge of physical and land use planning;
- Monitoring and evaluation of physical and land use planning projects and programmes at the county level.
- Performing any other duties and responsibilities that shall be assigned by the supervisor from time to time
Requirements for Appointment
For appointment in this grade, a candidate must;
- Have Kenyan citizenship;
- Have served in the grade of principal physical planner and above as provided for in the Scheme of Service for Physical Planning Personnel;
- Hold a Bachelor’s degree in any of the following disciplines: Urban and Regional Planning, Town Planning or related discipline from a recognized institution;
- Possession of a Master’s degree in Urban and Regional Planning, Urban Management & Development or any other equivalent qualification from a recognized institution will be added advantage;
- Have at least seven years’ post-qualification professional experience in physical and land use planning;
- Be a corporate member of Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter) or Town and County Planners Association (TCPAK) and in good standing;
- Be registered as a physical planner under the Physical Planners Registration Act, 1996 and is in good standing with the relevant professional body;
- Have a certificate in Senior Management Course lasting not less than 4 weeks from a recognized institution;
- Have a certificate in computer application skills from a recognized institution;
- Have demonstrated merit and shown ability as reflected in work performance and results; and Not have been disqualified under the provisions of Chapter Six of the Constitution or any other written law.
NOTE:

- Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI)
- Tax Compliance certificate from the Kenya Revenue Authority (KRA)
- Clearance from the Ethics and anti-Corruption Commission (EACC)
- Compliance Certificate from Higher Education Loans Board (HELB)
- Clearance Certificate from Credit Reference Bureau (CRB)
